An accessory building is a change to the zoning footprint – a Zoning Development Permit (ZDP) is required per Municipal Code (MC) §18.72.020 to properly verify and document conformance with the City MC. Please use the Multi-Use Zoning Development Permit which can be downloaded from the City's website at:
https://woodlandpark.gov/235/Forms-Documents
Please note the Site Plan requirements as outlined within the ZDP application and as shown on the Site Plan Example in the application.
This structure does not appear to conform to MC §18.33.180.H - Architectural Design Guidelines:
§18.33.180.H.1:
“When building groups or multiple structures are planned for a single project, they shall be designed in a unified architectural and spatial manner with reference to building placement, exterior finish, materials and design details.”
§18.33.180.H.2:
“Brick, sandstone, wood, stucco, colored and textured concrete masonry units for facing materials are encouraged.”
§18.33.180.H.3:
“The primary use of prefabricated metal for an entire structure, panelized flat plywood and highly reflective materials for facing materials is prohibited.”

This property is in the “Morning Sun Solar Community Filing No. 1” subdivision and is subject to the recorded Restrictive Covenants. According to the developer, Allen Brown, there is no active HOA at this time, however the 1984 covenants are still in effect and enforced. Please refer to Section 2(a):
“No improvements shall be constructed, erected or maintained on any lot…have been submitted to the Design Committee, as provided hereinafter…”
